CBSUA STRENGTHENS ENVIRONMENTAL MONITORING CAPACITY THROUGH EMB-DENR TRAINING ON AMBIENT AIR QUALITY MONITORING

In its continuing commitment to climate resilience, environmental stewardship, and evidence-based disaster risk reduction, the Central Bicol State University of Agriculture (CBSUA) Resilience Center participated in the Capability Building on Ambient Air Quality Monitoring System organized by the Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) Region V on November 12, 2025 at the EMB Regional Office in Rawis, Legazpi City.

Representing CBSUA, upon the directive of University President IV, Dr. Alberto N. Naperi, were Mr. Chris Ian C. Pan, Environmental Management Officer, and Dr. Philip N. Talay, CRC Director. Their participation emphasizes the university’s dedication to enhancing technical competencies in environmental monitoring, an essential foundation for understanding pollution patterns, informing local policy, and protecting community health.

The capability-building training provided a comprehensive orientation on the Ambient Air Quality Monitoring System (AAQMS), including its operational protocols, data interpretation, equipment calibration, and the significance of air quality indices for both regulatory and developmental applications. EMB technical specialists highlighted how accurate air quality data supports early warning mechanisms, strengthens environmental governance, and aligns with broader national efforts in climate change adaptation and mitigation.

For CBSUA, the training represents an important step in strengthening its research, instruction, and extension initiatives on environmental sustainability. Dr. Talay highlighted that continuous capacity building is crucial for higher education institutions working on resilience and sustainability. “With air quality increasingly linked to climate risks and public health, equipping our team with technical expertise allows us to provide more relevant and science-based services to our stakeholders,” he noted.

The collaboration with EMB-DENR further strengthens CBSUA’s position as a proactive partner in advancing environmental resilience in the Bicol Region.
