The Central Bicol State University of Agriculture (CBSUA), through its Bicol Regional Gender and Development Resource Center (BRGADRC), provided technical assistance for the capacity-building activity titled “Mainstreaming Gender and Development in the Institution” of the Bicol State College of Applied Sciences and Technology (BISCAST), on July 21, 2025, at Sundaze Dormitel, Naga City.
This activity was conducted by BISCAST’s Gender and Development Office (GAD) under the leadership of its GAD Focal Person Faye Sharon N. Almendral.
The capacity-building aimed to enhance the institution’s commitment to gender-responsive governance by providing technical assistance and sharing expertise on Gender Sensitivity, the Gender Mainstreaming Evaluation Framework (GMEF), and Fiscal Year 2026 GAD Budget Planning.
The program formally opened with a keynote address from BISCAST Officer-in-Charge President, Dr. DeAnna C. Regnim. This was followed by a session facilitated by BRGADRC Director Dr. Glenn E. Redecilla, who served as the main resource speaker, leading the discussion on the Gender and Development Focal Point System (GFPS), enabling a deeper understanding on institutional GAD mechanisms. A workshop on the Gender Mainstreaming Evaluation Framework (GMEF) was also conducted, where participants identified key programs for future implementation and integration into institutional plans.
In a separate session, BISCAST Institutional Planning Officer Abbas F. Villalon discussed the Harmonized Gender and Development Guidelines (HGDG), further reinforcing the institution’s efforts toward inclusive and gender-responsive program planning.
During the afternoon session, Dr. Redecilla guided the BISCAST team in crafting and improving their GAD Budget Plan for Fiscal Year 2026, ensuring alignment with national GAD mandates and priorities.
Throughout the event, Dr. Redecilla was assisted by Engr. Dulce Maria Abigail A. Jastio, Engr. Louise Caroline F. Dolor, Gochoel E. Bermas, and John Rey C. Estiva, who provided technical and logistical support to the workshop sessions.
This initiative reflects CBSUA’s continued commitment to advancing gender responsiveness of Higher Education Institutions (HEIs) across the region.
