As part of the Agri-Day celebration, the Central Bicol State University of Agriculture (CBSUA) partnered with the Local Government Unit (LGU) of Bula, led by Hon. Mayor Manuel A. Ibasco Jr., and the Department of Agriculture (DA) to provide free castration, spaying, and anti-rabies vaccination services for domestic cats and dogs at the covered court of Bula Central School, Camarines Sur, on July 14, 2025.
Anchored in the One Health approach, which emphasizes the connection between human, animal, and environmental health, this initiative aimed to help manage the rising number of stray animals and promote a safer, healthier community.
CBSUA supported the activity through its Veterinary Health Mission. Faculty members from the College of Veterinary MedicineโShiloh Grace B. Perdon, Dr. Clarita P. Borela, and Dr. Ma. Francia Pamarangโassisted during the procedures.
They were supported by 12 junior clinicians from CBSUAโs College of Veterinary Medicine, who provided essential logistical and technical assistance. The collaborative efforts were further strengthened by the involvement of the Bicol Companion Animal Veterinary Practitionersโ Association and the Bicol Veterinary Medical Association.
The event was coordinated locally by Mr. Joel B. Serrano, Municipal Agricultural Officer, and Ms. Celestina Esteve, Agricultural Technologist of LGU Bula. Dr. Allyza L. Dichoson, Veterinarian II of LGU Bula, was also present and actively contributed her expertise throughout the activity.
The program offered free anti-rabies vaccination, spaying, and castration services, while promoting responsible pet ownership and rabies awareness.
