CBSUA, PCA PARTNER FOR MASSIVE NAT’L COCONUT PLANTING PROGRAM

The Central Bicol State University of Agriculture (CBSUA) has formalized a national alliance with the Philippine Coconut Authority (PCA) to significantly boost the country’s agricultural revitalization efforts. This critical partnership was cemented through a Ceremonial Signing of the Memorandum of Agreement (MOA) on October 22, 2025, at the Sequoia Hotel in Diliman, Quezon City.
This agreement signifies an intensified rollout of the Massive Coconut Planting Program (MCPP), a flagship initiative designed to align with President Ferdinand Bongbong Marcos Jr.’s ambitious goal of planting 100 million coconut palms by 2028 as part of his administration’s broader agricultural agenda.
In support of this massive undertaking, the PCA has provided CBSUA with 1.9 million pesos. This funding is specifically earmarked for the establishment of a coconut seed nursery, which will produce seedlings for distribution to coconut farmers in Camarines Sur. CBSUA joins a wide-ranging coalition of partners, including several other State Universities and Colleges (SUCs), Local Government Units (LGUs), various farmer groups, and Civil Society Organizations (CSOs), all committed to this national effort.
Representing CBSUA at the signing were University President, Dr. Alberto N. Naperi; Director of Technology Commercialization and Promotions Division, Dr. Jayson M. Dañas; and Mr. Francis Leo M. Loberanes.
Guided by a whole-of-the-nation approach, the MOAs and contracts clearly delineate the shared responsibilities among the PCA and its partner agencies. The institutional partners, such as SUCs like CBSUA and various LGUs, will take the lead in establishing and operating the nurseries and providing essential technical support to ensure the health and success of the seedlings. Concurrently, DA-accredited CSOs will manage the complex logistics, including the supply, handling, transport, and delivery of quality coconut seedlings directly to designated drop-off points near farming communities. These structured agreements are key to ensuring transparent fund utilization, strict adherence to established agricultural standards, and efficient, impactful implementation at the grassroots level, which is vital for achieving the program’s long-term success.
