The LGU-Pili Sangguniang Bayan, led by Vice Mayor Hon. Tomas P. Bongalonta Jr., unanimously approved the partnership with Central Bicol State University of Agriculture (CBSUA) for the extension program โTARA, MAGTURUWANGAN KITA (TMK): Inisyatibo ng College of Development Education at LGU-Pili sa Pagpapataas ng Kalidad ng Edukasyonโ during its 24th Regular Session on December 15, 2025.
The College of Development Education (CDE) presented the rationale and framework of the TMK. This research-based extension program is composed of four projects: Project ABAKADA, a short-term course in reading; Project SHoP (School and Home Partnership for Reading), a short-term course for teaching beginning reading in English; Project TEACH-PISA (Training Educators to Advance Competence and Holistic PISA-Driven Strategies), focused on developing 21st-century skills; and Project C.H.A.T. (Championing, Hardworking & Affectionate Teachers), a transformative series on self-worth, growth, and wellness for educators.
The TMK program was designed by the CDE to help improve the quality of education, particularly in reading in both Filipino and English, Mathematics, and Science, which are key focus areas of the Program for International Student Assessment (PISA). It supports barangays in Pili through the establishment of reading hubs, the training of reading volunteers, and the provision of game-based, PISA-informed strategies for Early Childhood Development Workers (ECDWs) working with young learners. The program also promotes continuous wellness and self-care activities for ECDWs.
The presentation was led by Dr. Raquel M. Reapor (Project ABAKADA), Assoc. Prof. Karen B. Perez, Dean of CDE (Project SHoP), Dr. Rey-Mark G. Basagre (Project TEACH-PISA), and Ms. Diana Jane Baretto, counterpart of Dr. Charlie P. Nacario (Project C.H.A.T.).
