Focal Programs

  1. Research and Research Fellowship

The center manages a research and research fellowship program revolving on an R&D agenda designed to increase understanding and provide solutions at managing climate and disaster risks, including environmental management. The research fellowships shall be offered to graduate students wishing to pursue academic degree in DRRM and environmental management under the supervision of a CBSUA graduate school faculty.

 

  1. Knowledge Networks

 

Knowledge management systems and knowledge sharing networks is a major program of the Center in an effort to establish a database and knowledge portal on DRRM, CCA, and Environmental Management.

 

III. Education and Expert Technical Services

 

The Center offers capacity development initiatives in collaboration with partners to increase local level expertise and capabilities. Short term trainings and other coaching/mentoring activities including, commissioned research, technical assistance in local level planning, and other areas of concern of NGAs, NGOs, and POs, may be available through collaborative and partnership arrangements.

 

  1. University Resilience Services

 

The Center oversees a unified, systematic, and collaborative work in University Level disaster management to include operations of disaster response protocols i.e. the incident command systems, preparedness i.., early warning systems, and other resilience systems.

 

ENVIRONMENTAL POLICY AND GUIDELINES

Sustainability

  1. Water Conservation Program

To conserve water, the University is directed for the continued adoption of austerity measures in the government through A.O No. 103 dated September 3, 2004, as superseded by the cost-cutting austerity measures of CSSAC Memo No. 9-116 dated September 6, 2004 and CBSUA Office Memo No. 140 dated August 26, 2011. The policy/guidelines as in the previous series of Memorandum are as follows;

  1. The Physical Plant Division should ensure that leaking pipes and faucets are immediately repaired.
  2. Washing of vehicles shall be limited to CBSUA – owned vehicles only. Owners of private vehicles are strictly prohibited from using water facilities passing through CBSUA meters.
  3. All CBSUA personnel, students and outsiders, except those staying at the CBSUA Training Center, Eco-tel and Apartment as official guests or seminar participants, are prohibited from using the water passing through CBSUA meters in taking a bath and in washing their clothes and other belongings.
  4. Roving guards and department heads should periodically check whether faucets are closed before leaving premises.

 

  1. Water consumption (meter reading) records will be forwarded by the accounting office to the Resilience Center for monitoring purposes by a per month basis. This will be compared to the previous year’s monthly consumption and will be published through the university email system to remind consumers of their water consumption.

 

  1. Energy Conservation Program

 

To reduce energy consumption, the university is directed for the continued adoption of austerity measures in the government through A.O No. 103 dated September 3, 2004, as superseded by the cost-cutting austerity measures of CSSAC Memo No. 9-116 dated September 6, 2004 and CBSUA Office Memo No. 140 dated August 26, 2011. The policy guidelines as in the foregoing series of Memo are as follows;

  1. All air conditioning shall be turned on from 9:00AM to 4:00PM, except during designated “one-day a week aircon holiday” wherein no air conditioning unit is allowed to be turned on. Exemptions can be made if necessary, as in the case of air conditioners in the rooms occupied by the College President and the Vice-Presidents where these officials are holding office, the Tissue Culture Laboratory and in the place where the sensitive computers of the Computer Laboratory Room are located.The schedule of the “one-day a week aircon holiday” will be decided by the head of office and shall be posted on their office bulletin boards for public information. The unit heads shall then furnish the CBSUA Resilience center of their chosen schedule via an official email for monitoring.

 

  1. All air conditioners in the various offices and rooms of the occupying officials who are absent, out on official business, or not expected for prolonged periods of time shall be shut off to conserve energy. Under no circumstances shall aircon units in the conference room that is not in use be left running.

 

 

  1. All lights, except those in offices that need artificial light for illumination shall be switched off during daytime. To reduce dependence on artificial light, the use of thick or dark curtains that completely block the sunlight should be discontinued. Blinds should also be opened for this purpose.

 

  1. All lights, computers, and other electrical devices should be switched off during lunch breaks and whenever they are not in use. Any office that needs the use of any electrical device during lunch breaks should ask permission from the Vice President for Administration and Finance.

 

 

  1. Employees rendering overtime service shall see to it that only the lights in their immediate vicinities are on. Likewise, utility workers and student assistants cleaning their assigned areas after office hours are required to use only the lights near where they are working.

 

  1. Staying in the offices by anyone during non-working days, or between 6:00pm to 7:00am of the following day during weekdays shall not be allowed. Any employee who is authorized to render overtime work and utility workers/students assistants whose work schedule falls on the said or within the said period is not covered by the prohibition.

 

 

  1. Playing computer games in offices is strictly prohibited.

 

  1. All electronic gadgets and equipment in the University must adhere to its required preventive maintenance operating procedure to be monitored by the ICT office and PPD to ensure machine and energy efficiency (as per ISO recommendations).

 

  1. Only lights that are needed for illumination of the campus should be switched on at night.

 

 

  1. Only selected lights on the hallway of CBSUA buildings and on the grounds to be decided by the Director of the General Administration and Support Services Division and Physical Plant Division and of the Head of the Security shall be left open at night.

 

  1. Every morning, the roving night guards on duty shall submit to the Head of the Security unit the list of offices with lights, air conditioners and other appliances not turned off the previous night. The Head of the Security Unit in consultation with the GASS Director, shall then cause the investigation of the violation and report to the University President, copy furnished the CBSUA Resilience Center of his findings for appropriate action.

 

 

  1. Additional is the observance of the University Earth Hour, at 12:00 noon-1:00 pm on Mondays of the first week, Tuesdays of the second week, Wednesdays of the third week and Thursday of the fourth week of the month.

  1. Ecological Solid Waste Management

Republic Act 9003 known as Ecological Solid Waste Management Act of 2000, provides for the following rules and regulations and its legal enforcement, among others, to wit:

  1. All stakeholders in the different working units (offices, colleges, departments, sections and the like) and waste-producing entities like the canteens, eateries, vendors (stationary or ambulant) are mandated to observe R.A 9003 as in the succeeding following guidelines.

1.1  Littering, throwing, dumping of waste materials on the campus such as roads, sidewalks, hallways, canals, esteros, parks and other areas of the University and permitting the same is strictly prohibited.

1.2 All working units of the University (colleges/departments, offices, canteen, dormitory, ecotel market center and others), residential eateries, business center operators, vendors (stationary and ambulant) and catering services are mandated to observe plastic waste minimization or stop the use of styrofoam/disposable cups, plastic wrapper for soft-drinks/foods/packaging products, straws and the like having alternative to these packaging materials.

Furthermore, caterers, business center operators, vendors in the University are mandated to bring home-generated garbage.

The use of alternatives to plastics and bringing home-generated garbage by these waste generators is simple respect to CBSUA environment and economically to lessen the cost and time of collection of bulky wastes by the University.

1.3       All working units, departments colleges, and dormitories are advised to devise scheme to dispose their biodegradable waste cannot be addressed at source, and along with the non-biodegradable (residual waste) and factory returnable waste, it will be the responsibility of the head of the office or unit to impose segregation and proper packaging of the segregated waste for collection.

1.4   Other wastes generating entities like the household and eateries in the residential areas are obliged to devise a scheme to have an improvised trash bin for biodegradable and residual waste and to have MRF. If space suffices, biodegradable waste must be addressed at the source. The authorized personnel will only collect segregated and proper packed waste.

1.5      Properly packed waste should only be placed outside the buildings/residences on the scheduled time and day of collection. This will eliminate the scattering of garbage (due to stray dogs) and non-collection of waste (because of non-availability of collection vehicles).

 

1.6   Both the UEMO personnel and the group of utility workers of the PPD are tasked to collect segregated waste and store residual waste in the MRF depot for collection by the garbage truck of the LGU of Pili with the later to dispose to the open dumpsite. All factory returnable wastes will be collected by the UEMO personnel as for its programs and projects. In the case of biodegradable waste, both are tasked to manage the biodegradable waste for disposal to the OA farm.

1.7     The proposed schedule of collection of waste are the following:

Biodegradable waste- Monday

Residual Waste- Wednesday

Factory Returnable- Friday

1.8    Vendors securing the permit should seek the approval of the EMO and for orientation and the ambulant vendors are not allowed to use motorized vehicles to lessen the mobile source of air pollutants.

1.9 All stakeholders of the vandalized and remove slogans and signages related to waste management installed on the University campus.

1.10   No one is allowed to vandalize and remove slogans and signages related to waste management installed on the University campus.

1.11 The receiving office should promote accountability of the received colored sorter bins to prolong its use.

1.12   Stealing of sorter bins is strictly prohibited.

1.13     Activities in the University which are waste generators, activity permit should pass the EMO for orientation. All users of the University facilities (hall and the like) are obliged to observe the Clean as You Go (CAYGO) policy.

  1. Clean Air Program

CBSUA compared to other state universities is still on the advantage of being located far from sources of air contaminants. However, this doesn’t suffice for not initiating local programs to enhance a much cleaner environment for the community and as mitigating measures to global warming is the Rule LVI of Republic Act 8749: the Philippine Clean Air Act of 1999. Along with this legislation the following concerns are hereby outlined.

  1. Smoking is banned inside the building and in any enclosed areas. Smoking can be done in designated “smoking areas” in the University.
  2.     Store and the likes are prohibited to vend cigarettes.
