The Technical Working Group (TWG) of Central Bicol State University of Agriculture (CBSUA) strengthened its bid for PRIME-HRM Level III recognition after attending the two-day “Gearing Towards a Competency-Based Human Resource: Introduction to Competency Modelling and Profiling Workshop,” held on April 7–8, 2026, at the Bulwagang Pantanghalan, Sentro ng Wika, Kultura, at Sining (SWKS), CBSUA, San Jose, Pili, Camarines Sur.
The event was graced by Dir. Ma. Dolores D. Salud, Director II of the Civil Service Commission (CSC) Field Office, together with Ms. Dana V. Altea. In her message, Dir. Salud emphasized the importance of continuously improving human resource systems, encouraging CBSUA to move forward with renewed commitment while reflecting on its PRIME-HRM journey and the lessons learned as it pursues higher levels of HR maturity.
The workshop featured resource speakers Ms. Lynbee N. Navio, Supervising HR Specialist, and Ms. Jazzleene L. Operio, HR Specialist II, from CSC Regional Office V, who provided expert guidance on competency-based human resource systems aligned with national standards.
Key topics covered during the discussions included Human Resource Management, Human Resource Development, the Iceberg Model of Competencies, job competency standards, and the Management of Learning framework. Participants actively engaged in various learning activities designed to strengthen the practical application of HR concepts.
The workshop underscored CBSUA’s sustained commitment to strengthening its human resource systems and advancing its pursuit of PRIME-HRM Level III recognition through competency-based and results-driven HR practices.
