The Central Bicol State University of Agriculture (CBSUA) and the Bicol Region General Hospital and Geriatric Medical Center (BRGHGMC) signed a Memorandum of Agreement (MOA) on June 11, 2026, at the BRGHGMC Conference Hall to formalize their partnership for the establishment of a Research Ethics Board (REB) at CBSUA.
The agreement provides a framework for collaboration between the two institutions in the review and oversight of research involving human participants. It also opens opportunities for technical assistance, capability-building activities, and other research-related initiatives.
Representing CBSUA President Alberto N. Naperi during the signing ceremony was Dr. Dariel A. Palmiano, Vice President for Research and Innovation, while BRGHGMC was represented by Dr. Ramon C. Echano Jr., FPAMS, MHCA, Medical Center Chief II. Officials and personnel from the Office of the Vice President for Research and Innovation, Research Services Division, Research Publication Office, and Knowledge Management Office also attended the activity.
During the program, the Research Services Division presented the salient provisions of the agreement, including the responsibilities of both institutions and the steps toward establishing the University’s Research Ethics Board.
In his message, Dr. Palmiano highlighted the importance of partnerships in strengthening research initiatives and creating opportunities for faculty members, researchers, and students.
The establishment of a Research Ethics Board is expected to support the conduct of research involving human participants and further enhance the University’s research programs.
