The Central Bicol State University of Agriculture (CBSUA) strengthened its role in regional governance and research advancement through the active participation of its officials at the 2025 Regional Decentralization Conference (RE:DECON) held on November 13–14, 2025, at the Naga City Convention Center.
Represented by Dr. Dariel A. Palmiano, Vice President for Research and Innovation, and Dr. Melinda Pan, Vice President for Academic Affairs, CBSUA served as a key knowledge contributor to the conference organized by the Department of the Interior and Local Government (DILG) Regional Office V in partnership with the Decentralization and Local Governance Reform Advocacy Program.
The conference, themed “Building on Local Perspectives,” gathered participants from local government units, academic institutions, partner agencies, and civil society organizations to discuss policy reforms, decentralization gaps, and strategies to strengthen local governance systems across the Bicol Region.
Dr. Palmiano and Dr. Pan delivered a research-based presentation titled “Reimagining Service Excellence: Assessing Service Quality Across SERVQUAL and e-Qual Dimensions in Local Universities and Colleges in Camarines Sur.” Their session highlighted the role of higher education institutions in supporting decentralization through evidence-based service quality assessments, data-driven policy recommendations, and academic research that strengthens LGU responsiveness and innovation.
Their inputs contributed to the conference’s objective of enhancing governance capabilities by integrating academic expertise into local government initiatives.
CBSUA’s participation demonstrated the university’s strong commitment to collaborative governance and its ongoing engagement with regional policy dialogues. The university continues to position itself as a strategic partner in initiatives that promote good governance, public service efficiency, and community-centered development.
