The Central Bicol State University of Agriculture (CBSUA) and the Philippine Carabao Center (PCC) formalized their partnership through the signing of a Memorandum of Agreement (MOA) for the establishment of CBSUA as the Bicol Regional Center of the Philippine Carabao Center on October 5, 2026, at the Boardroom, 3rd Floor, Administration Building, CBSUA.Β
Dr. Liza Battad, Executive Director of the Philippine Carabao Center, expressed the PCC’s commitment to working closely with CBSUA in strengthening programs and initiatives that will benefit carabao raisers, farmers, and other stakeholders in the region. The partnership reflects PCC’s continuing efforts to expand its reach and strengthen institutional collaboration in support of the national carabao development program.
Dr. Battad emphasized the importance of a strong regional presence in delivering relevant technologies, services, research, training, and other interventions that can contribute to improved productivity and livelihood opportunities for farming communities.
For CBSUA, Dr. Alberto N. Naperi, SUC President IV, affirmed the University’s commitment to making the partnership meaningful and responsive to the needs of Bicol’s agricultural communities. He underscored CBSUA’s readiness to contribute as a research and development station toward the successful implementation of PCC programs in the region.
Dr. Naperi likewise highlighted the University’s commitment to strengthening collaboration among the academe, government, farmers, and other stakeholders, recognizing that sustained partnerships are essential to advancing agricultural innovation and inclusive rural development.
The establishment of the PCC Bicol Regional Center at CBSUA is expected to strengthen the delivery of programs related to carabao production, research, technology development and transfer, enterprise development, training, and technical services for farmers and stakeholders throughout the region.
