The Central Bicol State University of Agriculture (CBSUA), through its extension initiatives, provided technical assistance to the Local Government Unit of San Fernando in the development and completion of contingency plans for its 22 barangays during the turnover ceremony on February 27, 2026, at the Disaster Operations Center in San Fernando, Camarines Sur.
Each barangayโs contingency plan reflects its unique risk profile, addressing hazards such as tropical cyclones, flooding, landslides, storm surges, liquefaction, earthquakes, and fire incidents to ensure structured and hazard-specific preparedness measures.
The completed contingency plans were turned over to the barangays of Alianza, Calascagas, Daculang Tubig, Tagpocol, Gnaran, Maragni, Bical, Pinamasagan, San Joaquin, Grijalvo, Pamukid, Rizal, Bocal, Buenavista, Planza, Del Pilar, Sta. Cruz, Cotmo, Pipian, Bonifacio, Beberon, and Lupi, covering hazards such as tropical cyclones, flooding, landslides, storm surges, liquefaction, earthquakes, and fire incidents.
This initiative underscores CBSUAโs continued commitment to strengthen local disaster preparedness through evidence-based planning and community engagement.
The contingency plans were developed through the College of Arts and Sciences, particularly the Master in Disaster Risk Management (MDRM) program, which guided barangay officials in identifying location-specific hazards, assessing vulnerabilities, and formulating tailored response strategies.
Dr. Rene N. Rabacal, Extension Project Leader of Project KUSOG, led the university team to facilitate the planning workshops and formally turned over the completed plans to the Punong Barangays and Barangay Secretaries during the ceremony.
Municipal Mayor Betty Ann Kristine D. Fulgentes expressed appreciation for CBSUAโs technical support, emphasizing the value of proactive planning in reducing disaster risks. Officials from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of San Fernando likewise affirmed the importance of sustained collaboration with academic institutions in strengthening local resilience systems.
