The Central Bicol State University of Agriculture (CBSUA) and the Bicol State College of Applied Sciences and Technology (BISCAST) strengthened their institutional partnership through a Memorandum of Agreement (MOA) signing on February 27, 2026, at BISCAST, focusing on reciprocal impact assessment of extension programs and projects.
The partnership, titled “Reciprocal Implementation of Impact Assessment for Extension Programs and Projects,” aims to strengthen accountability mechanisms, improve program quality, and ensure measurable and sustainable outcomes for community-based extension initiatives implemented by both institutions.
BISCAST President Dr. Charlie P. Nacario led the MOA signing ceremony and welcomed the CBSUA delegation and officials.
Meanwhile, Knowledge Management Center Director Shela V. Ruiz, representing CBSUA Vice President for Research and Innovation Dr. Dariel A. Palmiano, presented the collaboration framework for extension impact assessment and knowledge exchange between the two institutions.
CBSUA Extension Services Division Director Abigail V. Guinoo delivered the Statement of Purpose, stressing the importance of data-driven evaluation in strengthening the quality of the extension program and outcomes.
The program was facilitated by the Extension Services Division—Planning, Monitoring, and Evaluation Unit, with the BISCAST Research, Extension, Production, and Enterprise Development (REPED) Director, Ana Sheryl Lynn S. Catura, highlighting the value of sustained institutional partnerships in advancing community development initiatives. The CBSUA delegation also included Hanilyn A. Hidalgo and Mia Bella Fresnido of the College of Economics and Management, and Dr. Amelia R. Nicolas and Dr. Lorena F. Hernandez of the College of Agriculture and Natural Resources.
