CBSUA-CAS TURNS OVER DISASTER RISK REDUCTION PLANS TO 22 SAN FERNANDO BARANGAYS

The Central Bicol State University of Agriculture – College of Arts and Sciences (CBSUA-CAS) formally turned over the completed Barangay Disaster Risk Reduction and Management (BDRRM) Plans to 22 barangays of San Fernando on February 20, 2026, at the municipality’s Disaster Operations Center.

The turnover marked the culmination of the University’s technical assistance in developing comprehensive and community-based disaster plans for all barangays of San Fernando, covering lowland, upland, and coastal areas. The planning process actively engaged barangay officials, local leaders, and community members to ensure that each BDRRM Plan reflects the specific hazards, vulnerabilities, and topographic conditions of their respective areas.

The initiative was carried out through the Master in Disaster Risk Management (MDRM) program, with faculty members providing technical guidance under the leadership of Dr. Rene N. Rabacal, Project Leader of Extension Project KUSOG. Through a series of consultations, risk assessments, and planning workshops, the team worked closely with barangay stakeholders to craft preparedness, mitigation, response, and recovery strategies tailored to local needs.

Present during the turnover ceremony was Municipal Mayor Hon. Betty Ann Kristine D. Fulgentes, who expressed her strong support for the project. In her message, she emphasized that having clear and comprehensive disaster risk reduction plans at the barangay level strengthens the municipality’s overall readiness and capacity to respond to emergencies and natural disasters. She also thanked the barangay officials for their commitment and active participation in completing the plans.

As part of the program, Emergency Go Bags were distributed through a partnership with the Philippine Institute of Civil Engineers – Naga Chapter.
