In recognition of the dedication of the Persons Deprived of Liberty (PDL) students under Central Bicol State University of Agriculture’s (CBSUA) Education Behind Bars Program, the College of Agriculture and Natural Resources held an Academic Recognition Ceremony and Christmas Celebration on December 23, 2025.
Joining the celebration were the thirteen PDL students of the program and their families, CANR faculty members, and other PDLs. The activity opened with a message from Dr. Emerson Bergonio, Project Leader of the College Education Behind Bars Program. He highlighted how students in the program are privileged to have the opportunity to continue their studies while serving their time behind bars. He also encouraged the PDL students to remain dedicated to finishing their degree during their correctional period and even after they receive parole.
Dr. Melinda Pan, Vice President for Academic Affairs, reassured the students of the administration’s all-out support for them and their activities. “You matter, your future matters,” she said.
Certificates of Recognition were awarded to PDL students who satisfactorily completed and demonstrated impressive academic performance during the first semester of their second year in the program.
Jail Chief Inspector Ralph Vincent M. Bobis expressed his gratitude to the entire CBSUA leadership and organizing team for the activity. He emphasized how fortunate the PDLs are to receive such support and recognition from the University. He further highlighted the Bureau of Jail Management and Penology’s (BJMP) “duty of care” principle, which underscores their role in supporting PDLs as they serve their time and transition back into society.
The activity reflects CBSUA’s steadfast commitment to providing accessible education and opportunities for all. The University remains committed to supporting the PDL students academically until they complete their degree.
