The Central Bicol State University of Agriculture (CBSUA) strengthened local disaster preparedness and institutional capacity in the Municipality of San Fernando, Camarines Sur, through the successful conduct of the Disaster Risk Reduction and Management (DRRM) Orientation-Workshop on January 23, 2026, at the Disaster Operations Center.
The activity marked a key implementation milestone of Project KUSOG, a collaborative extension initiative between the Local Government Unit of San Fernando and CBSUA, implemented through the Municipal Disaster Risk Management (MDRM) Program of the College of Arts and Sciences, to enhance the capacity, preparedness, and resilience of local government units and communities against various natural and human-induced disasters.
The program opened with a welcome message from Mayor Betty Ann Kristine D. Fulgentes, who emphasized the importance of proactive planning and active community participation in building disaster-resilient communities. Mr. Jason R. Asuero, Head of the Municipal Disaster Risk Reduction and Management Office (MDRRMO), likewise highlighted the need for coordinated action among barangays to reduce disaster risks effectively.
Participants included Punong Barangays, Barangay Secretaries, and Sangguniang Kabataan (SK) officials from the barangays of Alianza, Bocal, Calascagas, Daculang Tubig, Tagpocol, Gnaran, Pipian, Maragni, Bical, Cotmo, Pinamasagan, and San Joaquin.
During the workshop, barangay leaders were equipped with essential knowledge and practical strategies on disaster risk assessment, preparedness planning, adaptation measures, and emergency response. The sessions also focused on strengthening awareness of local hazards and enhancing barangay-level disaster action plans to ensure effective, community-based disaster risk management.
The activity was spearheaded by Dr. Rene N. Rabacal, Extension Project Leader of Project KUSOG, who provided strategic leadership and technical guidance to ensure the smooth implementation of the activity and the achievement of its objectives.
