CBSUA RESILIENCE CENTER OFFICERS PARTICIPATE IN THE ICS EXECUTIVE COURSE IN ILOCOS NORTE

The Central Bicol State University of Agriculture Resilience Center (CRC) participated in the 3rd Crisis/Incident Management Executive Training with a focus on Bomb Threat Protocols held on January 29โ€“31, 2026, at Mariano Marcos State University in Batac City, Ilocos Norte.

The national training gathered security practitioners, university administrators, and safety officers from State Universities and Colleges across the country to strengthen institutional readiness against evolving security risks. Representing CBSUA were CRC Director Philip N. Talay and campus DRRM officers Mr. Genlud S. Bascuna from Pili, Ms. Maria Shaula Celaje from Calabanga, and Ms. Jeaneth J. Pailano from Sipocot, reaffirming the Universityโ€™s commitment to professionalizing crisis governance and aligning campus safety systems with national standards.

The executive course emphasized the Incident Command System (ICS) as a leadership-centered framework that ensures clarity of authority, coordinated decision-making, and operational discipline during emergencies. Sessions led by national agency experts highlighted that crisis management is not merely technical, it is an institutional responsibility that must be embedded in governance structures, organizational culture, and everyday administrative practice.

Technical modules translated ICS principles into operational application, covering incident facilities, logistics coordination, planned event management, and communication systems. Special focus was given to emerging risks such as digital bomb threats and modern security challenges confronting educational institutions.
