The Central Bicol State University of Agriculture successfully conducted the Launching and Memorandum of Agreement (MOA) Signing Ceremony for the Bicol RISER Consortium Project titled β€œIntegrated Research, Extension, and Development Program towards the Establishment of Vetiver Center for Urban Flood Mitigation” on May 13, 2026, at the SWKS Hall. The event marked a significant step in strengthening collaborative efforts among partner agencies toward advancing sustainable and science-based solutions for urban flood mitigation through vetiver technology.

The program formally opened with welcome remarks from Dr. Dariel A. Palmiano, Vice President for Research and Innovation, who emphasized the importance of multi-agency collaboration in addressing environmental challenges and promoting resilient communities through innovative research and extension initiatives.

Messages of support were delivered by representatives from Department of Science and Technology Naga (DOST Naga), Local Government Unit of Gainza, Agricultural Training Institute Region V (DA-ATI 5), and Department of Environment and Natural Resources Region V (DENR 5). The partner agencies expressed their commitment and support for the consortium project, recognizing its potential contribution to environmental sustainability, disaster risk reduction, and community development.

A presentation of the study component logical framework of the project was delivered by Dr. Emerson L. Bergonio, who discussed the project’s objectives, research components, and expected outcomes in establishing a Vetiver Center dedicated to urban flood mitigation initiatives in the region. The presentation highlighted the integrated approach of the project in combining research, extension, and development efforts to address flooding and environmental concerns.

An open forum followed, providing participants and stakeholders the opportunity to raise questions, share insights, and discuss collaborative strategies for the successful implementation of the project. The activity concluded with the ceremonial signing of the Memorandum of Agreement among all consortium partners, signifying their shared commitment to the advancement of sustainable environmental management and climate-resilient development programs in Bicol.

The launching and MOA signing ceremony underscored the continuing dedication of CBSUA and its partner institutions in fostering research-driven partnerships that contribute to environmental protection, innovation, and community resilience.
