The Central Bicol State University of Agriculture (CBSUA), Fundación de Religiosos para la Salud (FRS), Caritas Virac Justice and Peace, Inc., and the Sicmil Poultry Farmers Association (SPFA) tied up through a Memoradum of Agreement (MOA) signing, on September 14, 2026, at the Farmer’s Training Hall, to empower local poultry and livestock raisers with community-based feed formulation and production training.
The project aims to help local poultry and livestock raisers develop skills in formulating and producing affordable feeds using locally available resources, while supporting sustainable production and livelihood opportunities.
Under the partnership, FRS serves as the funding and development partner, providing financial support for project implementation. Caritas Virac Justice and Peace, Inc. handles local coordination and community mobilization, while SPFA serves as the community partner and beneficiary. CBSUA provides technical, academic, research, and extension expertise for the project.
Representing CBSUA President Dr. Alberto N. Naperi during the signing was Atty. Dominador F. Faurillo, Vice President for Administration and Finance, who signed the agreement on behalf of the University.
The project team includes Mr. Joseph B. Nieva, Project Leader; Dr. Emma G. Jarcia, Technical Expert on Feed Formulation; Dr. Vladimir R. Foronda, Project Coordinator; Dr. Dariel A. Palmiano, Vice President for Research and Innovation; Ms. Abigail F. Bobis, OIC-Extension Director; and Mr. Marvin R. Molin, PMEU-ESD Technical Staff.
Representing FRS and Caritas Virac were Mr. Reynato S. Caño, FRS-Caritas Program Manager; Mr. Alfonso Nuñez Corvinos, FRS Coordinator for Philippine Mission; and Rev. Fr. Raymund Teodones, Director of Caritas Virac.
The collaboration will focus on the use of locally available feed resources and the development of farmers’ knowledge and skills in feed formulation and management. The participating farmers will apply the skills gained through the project to their poultry and livestock production activities.
The MOA signing also highlighted the role of partnerships among academic institutions, development organizations, and community groups in bringing technical knowledge and resources closer to farming communities.
