The Central Bicol State University of Agriculture (CBSUA) formalized its partnership with the STAR Scholars Network, a United States-based international academic organization, through a virtual Memorandum of Agreement (MOA) signing held via Zoom on June 11, 2026.
The agreement establishes a framework for collaboration on research publication, scholarly engagement, and capacity-building initiatives aimed at expanding opportunities for faculty members, researchers, and students. With the partnership, CBSUA is expected to gain access to international research networks, publication platforms, and professional development activities.
The virtual signing was organized by the Research Publication Office, Research Services Division, and the Office of the Vice President for Research and Innovation, and was attended by representatives from CBSUA and members of the STAR Scholars Network, including academic leaders, Fulbright scholars, and journal editors.
In her message, Dr. Mae S.A. Lustre expressed appreciation to the STAR Scholars Network and highlighted the partnershipโs role in strengthening the Universityโs research and publication initiatives. An overview of the agreement was also presented, outlining the scope, responsibilities, and shared objectives of both institutions.
Representing the STAR Scholars Network, Dr. Krishna Bista, Chief Executive Officer of STAR Scholars Press, emphasized the value of international academic collaboration in advancing knowledge production and dissemination, expressing support for future joint initiatives with CBSUA.
The MOA was formally signed by Dr. Krishna Bista for the STAR Scholars Network, Dr. Dariel A. Palmiano, Vice President for Research and Innovation, and University President Dr. Alberto N. Naperi.
In his closing message, Dr. Palmiano underscored the importance of global partnerships in enhancing the Universityโs research visibility and strengthening academic engagement beyond the country.
