The Central Bicol State University of Agriculture (CBSUA), through the College of Arts and Sciences (CAS), held a two-day capacity-building workshop on April 29–30, 2026, at the Farmer’s Training Hall, focusing on policy development for the CBSUA–Martillana Estero.
Dubbed “Bantay Estero” and anchored on the theme “People, Policy, Protection (3Ps),” the activity gathered barangay officials, SK members, and local leaders from Barangay San Jose, Pili, Camarines Sur, to enhance their skills in drafting environmental ordinances and action plans.
The training was led by Ms. Ginalyn R. Sabroso, Project Leader of the Nourishing University Resources Through hUman Reinforcement in Environmental Management (NURTURE): Adopt Estero Project, with support from BS Environmental Science faculty member Ms. Marilyn A. Siguenza. Former Iriga City councilor Ms. Angelica Paula P. Vargas-Barroga served as resource person and workshop facilitator, guiding participants with environmental governance and practical policy drafting sessions.
Participants identified pressing concerns affecting the estero and produced draft protection policies and implementation plans, signaling stronger local action toward cleaner and better-managed waterways.
Hon. Lorradel E. Alamo, Punong Barangay of San Jose, joined the activity and led members of the barangay council and constituents in crafting proposed policies aimed at improving environmental conditions in their community.
